Is it really fair to blame the poor for buying houses?

The crash was caused when the banks "Bundled" mortgage investments could not pay the interest to the investors. This was caused because our government was used to back the investments like insurance. The rating agencies did not do their job and give the investments poor ratings because of Freddie and fanni Mae, thanks to Barney Frank and Chris Dodd. This gave the investments a much higher rating than they should have had, so the banks and loan sharks could make a lot of easy money on them.
